From the root ra-hamza-fa (ر أ ف), which carries the classical Arabic connotations of ra'fah: tenderness, pity, and compassion at their most delicate. The scholars distinguish it from raḥmah: mercy responds to hardship, while ra'fah moves earlier, steering the servant away from hardship before it arrives. Ar-Raoof is mercy's gentlest, most preemptive edge.

Tenderness toward all people

'Indeed Allah is, to the people, Kind and Merciful', la-Ra'ūfun Raḥīm (Quran 2:143). The context startles: the verse reassures believers that their prayers toward the former qiblah were not lost. Divine tenderness worrying over the feelings of worshippers, guarding even their past deeds from waste. The same pairing follows His warnings: 'Allah warns you of Himself, and Allah is Kind to His servants' (Quran 3:30); even the warning is upholstered in ra'fah.

Allah honored His Prophet ﷺ with a share of this Name: 'There has certainly come to you a Messenger from among yourselves. إِنَّ ٱللَّهَ بِٱلنَّاسِ لَرَءُوفٌ رَّحِيمٌ

Inna-llāha bi-n-nāsi la-Ra'ūfun Raḥīm.

Indeed Allah is, to the people, Kind and Merciful.

Quran 2:143 (Al-Baqarah)
لَقَدْ جَآءَكُمْ رَسُولٌ مِّنْ أَنفُسِكُمْ عَزِيزٌ عَلَيْهِ مَا عَنِتُّمْ حَرِيصٌ عَلَيْكُم بِٱلْمُؤْمِنِينَ رَءُوفٌ رَّحِيمٌ

Laqad jā'akum rasūlun min anfusikum ʿazīzun ʿalayhi mā ʿanittum ḥarīṣun ʿalaykum bi-l-mu'minīna ra'ūfun raḥīm.

There has certainly come to you a Messenger from among yourselves. Grievous to him is what you suffer; he is concerned over you and to the believers is kind and merciful.
