Al-Qahhaar is the One who prevails over all creation. The universe runs according to the laws He laid down. He is dominant, the master of all, victorious over all opposition, and never unable over anything.

From the Quran & Hadith
From the root qaf-ha-ra (ق ه ر), which carries the classical Arabic connotations of overcoming, conquering, and overpowering; mastering and dominating over; and prevailing, subduing, and compelling against one's wishes. Al-Qahhaar is the intensive form: the One whose prevailing admits no exception.
Al-Qaahir and Al-Qahhaar
Two forms of this Name occur in the Quran. Al-Qaahir is the base form, 'the irresistible': 'And He is the subjugator over His servants' (Quran 6:18, and again 6:61). Al-Qahhaar is the emphatic form, the all-prevailing, and appears six times. The intensification tells you that His prevailing is not an event but a permanent state: whoever opposes Allah stands no chance, and nothing in creation is outside His will or could escape it.
Always paired with Al-Waahid
Every one of the six Quranic mentions of Al-Qahhaar comes paired with Al-Waahid, the One. A king in this world can be powerful, but his power is rarely intrinsic: it comes with the consent of the people or the loyalty of an army, and if they turn on him he has nothing. The pairing shows the difference. Allah is One, with complete dominion over all, needing no backer and no consent. Studying the Names in their pairs keeps revealing meanings we would miss studying them alone.
Qul innamā ana mundhir, wa mā min ilāhin illa-llāhu-l-Wāḥidu-l-Qahhār.
“Say, I am only a warner, and there is not any deity except Allah, the One, the Prevailing.”
Yā ṣāḥibayi-s-sijni a-arbābun mutafarriqūna khayrun ami-llāhu-l-Wāḥidu-l-Qahhār.
“O my two companions of prison, are separate lords better, or Allah, the One, the Prevailing?”
Yawma hum bārizūn, lā yakhfā ʿala-llāhi minhum shay'. Limani-l-mulku-l-yawm, lillāhi-l-Wāḥidi-l-Qahhār.
“The Day they come forth, nothing concerning them will be concealed from Allah. To whom belongs sovereignty this Day? To Allah, the One, the Prevailing.”
Yawma tubaddalu-l-arḍu ghayra-l-arḍi wa-s-samāwāt, wa barazū lillāhi-l-Wāḥidi-l-Qahhār.
“On the Day the earth will be replaced by another earth, and the heavens as well, and they will come out before Allah, the One, the Prevailing.”
In using this Name in your supplication, you carry the assurance that the most powerful is with you. If Allah is with you, no one can overcome you: 'If Allah should aid you, none can overcome you' (Quran 3:160). He was with Musa as he stood against Firawn, with Dawud as he faced Jalut, and with the Prophet ﷺ through the persecution of Makkah. Al-Qahhaar also subdues what rages inside us. The believer asks the One who prevails over all things to prevail over his own nafs, his anger, his habits, the pull of what he knows is beneath him. Whoever feels overpowered, by a person, a circumstance, or himself, is asking the wrong powers for rescue until he asks the One who is never overpowered.
Lā ilāha illa-llāhu-l-Wāḥidu-l-Qahhār, rabbu-s-samāwāti wa-l-arḍi wa mā baynahuma-l-ʿAzīzu-l-Ghaffār
There is none worthy of worship but Allah, the One, the Prevailing, Lord of the heavens and the earth and all between them, the Exalted in Might, the Ever-Forgiving.
