The Great Forgiver, whose forgiveness reaches the greatest of sins.
Al-Ghafoor is the most frequent of the forgiveness Names in the Quran, appearing 91 times, most often side by side with Ar-Raheem: forgiving and merciful, in one breath. The message of that pairing, repeated across the whole Book, is that His forgiveness is not reluctant or cold; it comes wrapped in mercy.

From the Quran & Hadith
From the root ghayn-fa-ra (غ ف ر), the same root as Al-Ghaffaar. Where Al-Ghaffaar is the intensive form of repetition, forgiving again and again, Al-Ghafoor is the intensive form of depth: forgiving completely, however great the sin. One Name answers how often He forgives; the other answers how much.
The verse the Prophet ﷺ was told to announce
Allah commanded His Messenger to broadcast this Name as news: 'Inform My servants that it is I who am the Forgiving, the Merciful' (Quran 15:49). Notice: My servants, not the sinless among them. The announcement exists precisely because servants sin. And its scope was stated in the verse revealed for those who had transgressed most: 'do not despair of the mercy of Allah. Indeed, Allah forgives all sins' (Quran 39:53).
If you did not sin
The Prophet ﷺ said: 'By the One in whose Hand is my soul, if you did not sin, Allah would do away with you and bring a people who sin, then seek Allah's forgiveness, and He would forgive them' (Sahih Muslim 2749). The hadith is not permission to sin; it is a portrait of who Allah is. Forgiveness is not an exception He grudgingly makes; it is an attribute He loves to exercise, and a servant who never returned to Him in repentance would leave one of His most beloved doors unknocked.
Nabbi' ʿibādī annī ana-l-Ghafūru-r-Raḥīm.
“Inform My servants that it is I who am the Forgiving, the Merciful.”
Qul yā ʿibādiya-lladhīna asrafū ʿalā anfusihim lā taqnaṭū min raḥmati-llāh. Inna-llāha yaghfiru-dh-dhunūba jamīʿā. Innahu huwa-l-Ghafūru-r-Raḥīm.
“Say, O My servants who have transgressed against themselves by sinning, do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful.”
Inna-llāha la-ʿAfuwwun Ghafūr.
“Indeed, Allah is Pardoning and Forgiving.”
Abu Hurairah (may Allah be pleased with him) reported the Messenger of Allah ﷺ said: 'By the One in whose Hand is my soul, if you did not sin, Allah would do away with you and bring a people who sin, then seek Allah's forgiveness, and He would forgive them.'
There is a specific despair shaitan sells to the one who keeps failing at the same sin: what is the point of repenting again? Al-Ghafoor is the answer by Name. Ninety-one times the Quran repeats it, as if to wear down our disbelief in being forgivable. The transaction never expires, the ceiling never lowers, and the repetition of your fall does not exhaust the depth of His pardon. Carry two habits from this Name: keep your own istighfar constant and unembarrassed, and extend to others the quality you depend on. The one who hopes to be forgiven completely has the least standing of anyone to withhold forgiveness partially.
