The Hearer, whose eternal hearing is without an ear, instrument, or organ.
As-Samee is the perpetual hearer. He pays attention to every supplication, listening to all who reach out to Him. Whether we speak loudly or in secrecy, in any language, Allah hears it all. Imam al-Ghazali wrote that He hears without any auditory organs or ears, just as He acts without limbs and speaks without a tongue, and His hearing is free of the accidents that befall ours. This Name repeats in the Quran around 45 times.

From the Quran & Hadith
From the root sin-mim-ayn (س م ع), which carries the classical Arabic connotations of hearing and listening; accepting and receiving; being told; and paying attention, paying regard, and understanding the meaning. His hearing needs no ear, instrument, or organ, and samiʿa in Arabic also carries acceptance: Allah hears, and Allah answers.
What does it mean for Allah to hear?
His nearness frames His hearing: 'Say, If I should err, I would only err against myself. But if I am guided, it is by what my Lord reveals to me. Indeed, He is Hearing and near' (Quran 34:50). He hears what is felt by the heart even if never spoken. There is no queue and no distance: 'And when My servants ask you concerning Me, indeed I am near. I respond to the invocation of the supplicant when he calls upon Me' (Quran 2:186). You do not travel to His House to be close to Him; He is already closer than your errand. The second meaning folded into the root is acceptance. When the worshipper rises from ruku saying samiʿa-llāhu liman ḥamidah, the meaning is: Allah hears, and accepts, the one who praises Him.
The woman whose complaint was heard
An entire surah opens with His hearing of one woman's grievance: 'Certainly has Allah heard the speech of the one who argues with you, O Muhammad, concerning her husband and directs her complaint to Allah. And Allah hears your dialogue; indeed, Allah is Hearing and Seeing' (Quran 58:1). All humans crave to be heard, and people can hurt us most when we open up and receive nothing back. As-Samee is the eternal hearer: the best listener you could ask for, always available, never dismissive, hearing the account beneath the words.
The patience of Yaqub
In a low moment, shaitan whispers that our duas went unheard. The story of Yaqub (peace be upon him) answers the whisper. He spent many years separated from his son Yusuf, grieved until his vision failed from sorrow, yet never wavered in Allah's plan: 'I only complain of my suffering and my grief to Allah' (Quran 12:86), knowing that 'Allah has full power and control over His affairs, but most of men know not' (Quran 12:21). His dua moved from heard, to accepted, to answered, and he was reunited with his son. Delay is not denial. This is why Ibrahim and Ismail, raising the foundations of the House, sealed their labour with: 'Our Lord, accept this from us. Indeed You are the Hearing, the Knowing' (Quran 2:127).
Wa idhā sa'alaka ʿibādī ʿannī fa-innī qarīb. Ujību daʿwata-d-dāʿi idhā daʿān. Fa-l-yastajībū lī wa-l-yu'minū bī laʿallahum yarshudūn.
“And when My servants ask you concerning Me, indeed I am near. I respond to the invocation of the supplicant when he calls upon Me. So let them respond to Me and believe in Me that they may be rightly guided.”
Qad samiʿa-llāhu qawla-llatī tujādiluka fī zawjihā wa tashtakī ila-llāhi wa-llāhu yasmaʿu taḥāwurakumā. Inna-llāha Samīʿun Baṣīr.
“Certainly has Allah heard the speech of the one who argues with you concerning her husband and directs her complaint to Allah. And Allah hears your dialogue; indeed, Allah is Hearing and Seeing.”
Wa idh yarfaʿu Ibrāhīmu-l-qawāʿida mina-l-bayti wa Ismāʿīlu rabbanā taqabbal minnā, innaka anta-s-Samīʿu-l-ʿAlīm.
“And mention when Abraham was raising the foundations of the House and with him Ishmael, saying, Our Lord, accept this from us. Indeed You are the Hearing, the Knowing.”
Abu Musa (may Allah be pleased with him) reported: We were with the Prophet ﷺ on a journey, and when we ascended a high place we would say Allahu Akbar loudly. The Prophet ﷺ said: 'Do not trouble yourselves too much. You are not calling a deaf or an absent person; you are calling One Who Hears, Sees, and is very near.'
Learning As-Samee is a reminder to become better listeners ourselves. Just as Allah tells us He listens, can we say the same? How closely have we heard and understood the calling of Allah, and could we do better in following what was shown to us for guidance? Set aside a portion of your day, even 10 to 20 minutes, to listen to what will benefit the mind, body, and soul: the Quran, knowledge that benefits your life and your deen. It also transforms watchfulness over our own words. If in every moment we realized Allah was listening, we would speak and act in the highest manner and be diligent to avoid what displeases Him. And it heals the ache of being misunderstood: the world may mishear you, but Allah knows the purity and kindness that lives in your heart. He understands what is really being said, and what we truly need. You are never calling out alone; you are calling One Who Hears, Sees, and is very near.
Rabbanā taqabbal minnā, innaka anta-s-Samīʿu-l-ʿAlīm
Our Lord, accept this from us. Indeed You are the Hearing, the Knowing.
