أَفْضَلُ الْجِهَادِ كَلِمَةُ عَدْلٍ عِنْدَ سُلْطَانٍ جَائِرٍ
Transliteration

Afdalu-l-jihadi kalimatu adlin inda sultanin ja'ir.

Translation

The best jihad is a word of justice spoken to a tyrannical ruler.
