Learn the Qur'an and teach it
خَيْرُكُمْ مَنْ تَعَلَّمَ الْقُرْآنَ وَعَلَّمَهُ
Khayrukum man ta'allama-l-qur'ana wa allamah.
"The best of you is the one who learns the Qur'an and teaches it."

Two verbs. Learn, teach. Two steps and you are in the category of the best. The Prophet ﷺ did not specify a level of mastery.
